A lawyer that worked for the Federal government that I was consulting a few years ago told me it is perfectly legal for the head of any agency (Gerente) to change, ignore or add local requirements in any agency down here.

We now have a new Gerente, and I use a licenciado instead of a lawyer, I save an average of $4,600 Pesos every year now to renew my visa.

I personally have been very lucky because we have become friends with a very fluent English speaking young woman named Bertha (pronounced Berta) that is now the Gerente of one of the Iusacell cell phone company offices here.

She is now the Gerente of the office where she is assigned now.
