- Noriega, Manuel Antonio Born 1936. Panamanian general. As commander in chief of the Panamanian National Guard, he assumed the role of head of state (1985) despite having never been formally elected. In 1992 he was convicted in the United States on charges relating to drug trafficking and sentenced to prison.
