Probably something to do with specific state laws, Pro, rather than federal laws. Sometimes state food and drug laws are more strict.

Yeah, New York's laws are probably more progressive than those of most other states.

I don't know how it is currently, but PA used to have one of the most stringent state importation regulations for agricultural products--so you probably couldn't foist that old milk on us, Pro. :-)
