  • noun finance A form of financial fraud where the fraudster buys stocks cheaply, generates artificial excitement about those stocks to create a temporary price increase, then sells the stocks before the price goes back down

    The (largely) penny stock ploy that attempts to drive up the price of a highly speculative and volatile stock so that one or more holders with insider knowledge might entice foolish or uninformed investors to "buy high" from the better-informed pumpers so that the latter can unload their near-worthless shares of a dismal failure or soon-to-fail company to their personal financial advantage. Pumpers and dumpers are the source of a good percentage of unsolicited facsimiles that some office FAX machines are plagued with.
