It was used on purpose because it was a text about Bosnia, where the phrase was coined; it had already been explained that it was a euphemism.

What bothers me in the phrase you quoted, c_b, apart from the misspelling, is the use of the verb "perform", as if genocide was a party trick. I'd say "carried out".
