Well, in Canada, it's a deliberate vote-getting ploy on the part of Conservatives to co-opt the reputation of the Liberal Party, which, from the 60's onwards, articulated and developed an approach to "Canadianess" one rooted in a civic identity, rather than an ethnic one that had never existed in the past.
