A good deal of the intellectual heavy lifting that had helped to inform this view had gone into the unglamorously named Counterinsurgency Field Manual 3–24, the Army and Marines new handbook on counterinsurgency, the work for which was directed by General David Petraeus in 2006 at the Army’s training center at Fort Leavenworth, Kansas.
