Halphen began patrolling Bossier city's streets in 1982, working his way up through the ranks and also serving as a local police union president in the late 1980s.

"The goal of the Armed Robbery Task Force is to prevent holdups and other crimes that tend to increase during the holidays by keeping criminals guessing if the business they may be targeting will have an armed Bossier City police officer inside or nearby," Halphen said.
