Including this language here is offensive and distracts from the public health message that this policy saves lives, and tax-payer money in the prevention of costly diseases such as HIV and Hepatitis C. "Junkies" is an unfortunate choice of words to describe addiction and a "subsidy" would imply that SB 189 would directly provide tax or monetary assistance to people in syringe exchange programs.
