From September 2010 through this month, the complaint said, Mr. Masso—using a team composed of current and former 68th Precinct officers and others—helped transport cigarettes and slot machines that they believed had been stolen from various sites in New Jersey and Virginia to New York.

Tuesday's case actually stemmed from an FBI investigation into ticket-fixing and alleged misconduct by Mr. Masso, an 18-year veteran working out of Brooklyn's 68th Precinct, according to a criminal complaint filed in federal court in Manhattan.

Mr. Masso has been charged with conspiracy to transport firearms interstate, conspiracy to transport defaced firearms interstate, conspiracy to sell a firearm to an out-of-state resident and conspiracy to transport and receive stolen merchandise.
