Shumin and his gov't are concerned about ... get this ... an Opposition bill that recommends recognizing Taiwan in a small diplomatic way, which goes against the "One China" policy apparently Canada has always held (sorry, I was sleeping during the years in which this policy was determined and set in stone, so can't provide a link).
