Looks like bad news to me: I believe it is the sign that networks operator want to have their own "appstore", to force back the users to install their own approved applications, just to get their share of app distribution tax (and increase data usage of their network).

What makes this interesting is that there is a product developed by SAP Partner Core Systems, which I got wind of the night before at an SME dinner, that takes the on premise Business One app and builds private cloud services for it that can be purchased through an "appstore" like entity.
