Some might argue that a properly independent country, or even one with its hands on all the economic levers, or even under calman max devolution powers (funny how all the unionist parties have shut up on that) might be in a better position to determine the economy and thus its own expenditure priorities, but in the meantime as long as Edinburgh and the resto of scotland suffers from the unjustifiable expenditure skewed in favour of Glasgow then there will be hard decisions to take.
