I have been told that using it allows you to avoid the "hoy no circulo" problem but it looks like you access the tollway at the Tula exit off of Highway 57 which means you would have entered the state of Mexico before reaching the tollway and jumping over into Hidalgo state.

So I am still not sure about the application of no circulo rules because the only way to access it is to enter Mexico state (unless I am reading the map wrong) and the avoidance of these rules has been one of the selling points that I have heard from others.
