There are several good e-publishers like Carina Press, who are actively seeking historical romances, especially those that take place in unusual settings or time periods.

I do think the interview confuses 'real' self-publishing (through Lulu and the like) with e-publishing a bit, but then again, I also feel that some e-publishing is pretty much akin to self-publising, since the entry threshold seems to be very low (i.e. e-publishers have a high percentage of acceptances).
