In local slang, this means getting a lot of people together to go around and pick up rubbish; a mobile clean-up gang. I'm not sure how local, though. Perhaps our other resident Australians have heard it?

In the US, emus are protected against that kind of abuse by a host of animal rights organizations.
We use inmates to pick up our rubbish.
