I've lived in Cambridge for more than ten years, and know a lot of "loud and tumultous" folks (the actual charge, for those who don't know, was "loud and tumultous behavior in a public space") who have exhibited far worse behavior in * much* more public areas, and I don't know a single one who has ever been charged with this (or anything – they usually just earn an eyeroll from the police).
