Much like predicting local weather on an arbitrarily fine scale at a given point in the future, you cannot predict with anything close to 100% accuracy what specific mutation will happen to a genome (generally speaking, at least), but this doesn't mean you can't use coefficients of selection, and hardy-weinberg equilibrium, and a variety of other tools to discuss the rate at which evolution of two alleles of a gene will occur in a population, given a certain set of conditions.
