This letter makes kerrey just as much of a double talker as Hillary in the debate when she said that she 'understood' the policy and yet she simultaneously said in less than 30 seconds that she did not agree when Dodd blurted 'you said you agreed' Clinton adamantly retorted NO I didn't.
