Bill 92 was placed on the session floor late last month but was not debated because the person who wrote it -- Guthertz -- said she disagrees with some of the changes made by the labor committee.

Guthertz said her bill was intended to restore powers that had been stripped from the commission several years ago, but the labor committee added the union-related provisions, which had been part of Rector's Bill 91.
