The cabessa system seems similar to the baojia (保甲) or lijia (里甲) system, which was used in mainland China for taxation and public safety: Ten family heads were responsible for keeping order over and raising taxes from a hundred families in their county. 25 As was the case in China, the selection of these local headmen was left to the local community, although the company had the authority to remove cabessas from office. 26 Moreover, like baojia heads in China, the cabessas were generally from the richest and most powerful families.
