Instead of seeking a good balance between centralized (federal) and decentralized governance (national, subnational, provincial, departmental), political 'Europe' (I apostrophize it to make 'it' a euphemism) is headed the way of THE bad example of decentralized (or, more strictly speaking, malorganized) governance, the US.
