By the way, my previous cable internet provider did something like you propose - they'd contact "overconsumers" and "work something out", but that usually meant guilting or bullying them into more expensive subscriptions.
Because it's a little bit ugly to be overconsumers.
I think we can be healthy consumers and keep the economy going without being overconsumers and getting back into this mess again.
