Many placeblogs are also inherently transient, as bloggers move to new homes and leave their sites behind.
In my view, one of the reasons that local sites (both independent placeblogs and newspaper sites) don't do as well as they could, economically, is because they are at a disadvantage in a keyword-driven online advertising economy.
As a developer of community websites for the past 2 years (i.e. placeblogs) we have decided to allow Comments but we do require users to register and login.
