First of all the Saginaw Chippewa Indian Tribe of Michigan is the Saginaw, Swan Creek and Black River Bands of Indian (pre-european contact) and we didn't function by way of a constitution, this is of Federal Govt. tool and not reflective of our traditional and historical ways.
