I don’t know what your answer will be: I’m just saying that’s part of the “runious” law, and it’s going to be kinda awkward to repeal it (as the less - stupid Republicans are already starting to acknowledge).

As for self-help in relation to the question: (1) experience has taught that only those who attempt to help themselves ever become men of determined, consecrated will, capable of planning and executing noble purposes in life; (2) it is, indeed, in my opinion, a runious thing for another to help a man or a set of men wherein his or their self-help will suffice the purpose desired; and just in proportion as the more unfortunate are unable to provide themselves with the necessary means for their progress, should they be assisted by others able to render the assistance.
