It means applicable in all situations; a phrase, piece of advice, or bit of knowledge is omnipplicable if it is always relevant and useful.
The story of King Solomon's ring is a prime example. When he asked his advisor to present him a magical ring that could make happy men sad and sad men happy, the advisor gave him a ring inscribed with the words "This, too, shall pass", an omnipplicable phrase.
