When you are talking to a child, or a baby, that can't talk back and you're so excited and it seems like a good sounding word to say to a baby, like, "Little Coolie Wallow!"
An old expression used by my mother and her mother. It's used sort of nonsensically, as a statement to a child who is wound up before bedtime to make them laugh but also to make them think. For example, "Thumpy Gudgins!" Could be a turning point from hyper-mode to sleepy-mode. Sort of like magic words!
