In about 1965 there was a joke where a boy sits on the pavement stirring something disgusting in a bucket. A butcher passing asks "What are you making?". "A butcher". A baker asks "What are you making?" "A baker". Later a policeman approaches. "You're not making a policeman there are you". "No. I don't have enough shit".
After that joke went around, anyone who baited teachers etc, to get a reaction, was called a shitstirrer.
