"Craptacular" dates back at least to Bart Simpson's characterization of Homer's outdoor Christmas lights decorating their house. Naturally, then, if this is the first actual use, the coinage would have to be attributed to the writer(s) for that episode (possibly the same as those who coined "embiggen" and "cromulent", all three of which appeared in the early Simpsons era).
