Oughta be listed, no? It's commonly used (see examples) Def.: Building construction phase consisting of clearing of the building site both above and below grade, i.e. clearing of any trees, removal of any ledge potentially interfering with foundation placement, creation of access roads as necessary, provision of electric service for use during construction.
