Hayek tackled the question in the third volume of his Law, Legislation and Liberty, proposing a system he sometimes called "demarchy", and went to lengths describing a "model constitution".
They've merely replaced a system of patronage with a system of patronage, which has nothing to do with democratic representation, whereas demarchy in the Second Chamber would ensure real scrutiny and oversight.
That said, what I'd really like is a move into demarchy, but I doubt "they" will ever let that happen ...
