No, reesetee, they really do think you're silly. And they want you to stop.
Funny...around this area, some people say "Don't be silly" when they mean this. As in: "Hey, thanks for doing that for me." "Oh, don't be silly. It was my pleasure."

I think of it as a southernism too.
The people I heard say it were neither British nor uppity. I take it to mean "oh, it's no bother," "no big deal," "think nothing of it." These were the same people who said much obliged instead of thank you.
An uppity Britishesque (and thoroughly nonsensical) way of saying it, in my experience. :-P
