I coined this word!! It is a portmanteau, formed from remotely and locally. Usually these words have opposite meanings, but when working with computers this can be useful.
Oftentimes for work I find I need to connect to another computer. When doing this across a network rather than by sitting in front of that other computer, it is called remote access. Some networks have security configurations that prevent remote access to protect computers from attack.
However, if you need to be able to reach one of these machines legitimately, you could connect to another nearby machine remotely, and then jump from there to the one you want, which would be considered a local connection. If you do this, then you are accessing a computer... remocally
