It is Article 1 (b) of the Florence Agreement that specifically mentions “educational, scientific and cultural materials”, and that these are listed in Annexes B, C, D and E of the Agreement.

The current expectation is that there will be a 6-8 page political agreement which outlines the broad contours of the international agreement, and then a series of "Annexes" to the political agreement which specify further details.
