I'm sure that the main idea of the show isn't to poke fun of fanservice and anime, but writers like to stick all kinds of things in there and parts of Chu-Bra!! feel something like that is going on.

For all the heart it has, Chu-Bra!! pours on a fanservice that many feel is inappropriate, gone too far, caters to a crowd that shouldn't be catered to, but I think that's what makes Chu-Bra!! ripe as parody, if not satire.

Add the age of the characters, both the mature and immature treatment of underwear, and the character's obsession with underwear, Chu-Bra!! feels like it could be lightly satirizing the panties, panties, panties among other things in anime, while also delivering ecchi goods.

Here is my favorite example so far of how I see the absurd premise of Chu-Bra!! creating parody with overused paint-by-numbers scenes in anime.
