At the Elizabethan Settlement, when the Prayer Book was again introduced in an even more draconian manner, communities had no option but to obtain English books and comply with the law which drove steadfast Catholics into recusancy.
While the Elizabethan Settlement proved acceptable to the vast majority of the English nation, there remained minorities at either extremes who were dissatisfied with the state of the Church of England - deeply committed Catholics complained that the Church of England had strayed too far from the Church of Rome, while deeply committed Protestants complained that the Church of England retained far too many remnants of Roman Catholicism and was therefore in need of "further reform".
