Policemen

My own solution for this problem would be to have investigations of the type described in the press coverage of this incident conducted by an unarmed "Peace Officer" accompanied by a few armed "Policemen" who could arrest anyone who tried to commit an act of violence in front of them or who tried to flee the scene, but would be forbidden to EVER talk to "civilians" while on duty.

I already mentioned in an earlier message in this thread the idea of having "Police Officers" who have professional-level training and are forbidden to use violence, and "Policemen" who do nothing BUT use force under the strict supervision of their Officers, and this kind of specialization could be carried much further.
