One of the radical reformers of Lancashire who, on March 10th, 1817, at a meeting in St. Peter's Fields, Manchester, decided to march to London with a petition for parliamentary reform, each man having a rug or blanket strapped on his shoulder, so that he might bivouac on the road if necessary.
