The dominant vegetation in the Park is open woodland and spinifex (spiny hummockgrass) grassland, with many eucalypts, acacias and grevilleas; notably silverleaf bloodwood Eucalyptus collina and roughleaf range gum E. aspera, The regionally endemic sandstone grevillea Grevillea miniata, and rock grevillea G. psilantha, are found only in the Park.

Scrub forests of Metrosideros collina are found on high crests and ridges with associated tree species and numerous epiphytic bryophytes and ferns.

The dominant species on lowland flows are Fagraea berteroana, Glochidion ramiflorum, Arytera brackenridgei, and Morinda citrifolia with Metrosideros collina and Weinmannia samoensis becoming more dominant at higher elevations.

Areas above 1,200 m are drier, and this windswept community supports a heathland less than 1 meter high dominated by M. collina, Vaccinium cereum, Styphelia tameiameiae, and Bidens spp. with grasses and ferns.

At slightly higher elevations, forests are dominated by Hernandia nukuhivensis, Cyathea affinis and C. feanii in wet areas, and Metrosideros collina and W. parviflora on drier slopes.
