Now if you're Treasury Secretary Hank Paulson and NFIP is reporting to you $400 billion of exposure in the extreme flood-prone areas in Florida, I would argue that it is fiduciarily irresponsible for the American taxpayer not to take out the only reinsurance that Hank Paulson could possibly provide: contributing to the preservation of the Amazon rainforest.
