"lagooning" is a traditional method of sludge treatment, sludge lagoons are complicated to build and to operate; they require large plots of land, and the end product is a very sticky stuff that should be picked up and carted away to a dump site.
Concentrated sources of animal manure such as dairies, poultry operations, and feed lots can be brought under some control by fencing stock off from streams and by techniques of lagooning and later field spreading, which need much wider use in the Potomac Basin.
