Used on a block in a drawing, it makes the block unexplodable.
However, I can make my dwg (to be used as a block) unexplodable by opening it in the Block Editor, going to the "Block" section of the Properties, and changing the parameter "Allow Exploding" from yes to no.
A drawing becomes a block only * after* being inserted in another drawing, but if you open it before inserting it, it's only a drawing and nothing more, so you can not make it unexplodable at this level.
Save and close the "whatever it is," Insert it into a project drawing and it is unexplodable.
If that box is unchecked, then that block is unexplodable.
