I'll give you a hint -- Oakland is about 32% white. go ahead guess ... welp, the answer is "not a single one." you think that's an accident? you still think it's "rare" for cops to go berserk? it's rare for cops to kill white people and it's rate for cops to be held to account, but police brutality is anything but rare (unless you happen to be of a privileged race)
