I've only seen this in Wallace's "Infinite Jest" and assume it to be one of the host of words he created for the text. I'm thinking maybe it means having less than the appropriate amount of fingers, or possibly having smaller than average fingers or smaller fingers than would be dictated by the comparative size of the rest of the body. But what do I know?
