One obvious “solution” — and I mention it because it’s so obvious, not because I have thought it through, let alone advocate it as the real, unarguably best solution — is to restrict eligibility in “Best Professional Periodical” and “Best Semiprofessional Periodical” to publications with more than half of their content consisting of fiction, and relegating everyone else to a “Best Related Periodicals” category.
